You have not shown that the top military brass FORCES the military to rape women and purposely kill the innocent civilians as a military strategy, although in previous wars these tactics have been used, worldwide. Criminal acts happen in wars and without wars. There is overwhelming proof that torture and sodomy and rape of women happenend in the jails in Iraq, before the arrival of the Americans.
